In Chapter 2, the characters face many problems that they must solve. First, Ralph (refer to Chapter 1 post) has to find a way to prevent all of the boys from speaking at once. To solve this, he decides to have a "hands up" rule like we have in school. Whoever was speaking would be given the conch shell(symbol of leadership in LOTF), and would be the only one allowed to speak.
Next, the boys have to find a way to signal boats that might pass by the island. They decide to build a fire on top of the mountain. Since there is plenty of dry wood, starting a fire was not a problem. However, the fire does not produce enough smoke. To rectify this, they plan to put more leaves onto the fire.
As you can see, there are an ample amount of problems that need to be solved in not only chapter 2, but in the entire book itself.
